Is Peyton Manning a free agent?

I think this is an easy question. I dont remember though if the colts franchise taged Peyton because they wanted to sign him to a longer contract but i also dont remember if they resigned him before the lockout so is Peyton Manning a free agent? Also if you could can you list some big time free agents as i am confused on who got taged or resigned by thier team and who didnt.
