Curling short hair? How to make it look longer?

Well, my hair isn't short- it's shoulder-length a little bit longer. And I want to curl my hair like Miley Cyrus' ( I know how to od it) but my hair looks sooo short after wards!!! How can I curl my hair without it shrinking to just above my shoulders?!
